Quality and certificates

Elplast EOOD has been manufacturing packaging since 1992 at its own production site in Asenovgrad, Bulgaria – with 10 extruders and a capacity of 200 tonnes per month. This page summarises the documents that confirm the quality and compliance of our products and explains the difference between a certificate and a declaration.

ISO 9001 certificate

Our quality management system is certified to ISO 9001. It is the only certificate we hold and the only document on this page issued by an independent certification body after an audit. The standard covers how we plan, produce, check and deliver our products, as well as how we handle complaints and continuous improvement.

Declaration of compliance under Regulation (EU) No 10/2011

Regulation (EU) No 10/2011 sets the requirements for plastic materials and articles intended to come into contact with food. For polyethylene packaging intended for food contact, Elplast EOOD issues a declaration of compliance under this regulation. It is a manufacturer’s declaration in which we confirm, under our own responsibility, that the product meets the requirements of the regulation. The declaration refers to a specific product – when you enquire, tell us which packaging and which type of food you need it for.

PPWR compliance

The Packaging and Packaging Waste Regulation (PPWR, Regulation (EU) 2025/40) introduces uniform requirements for packaging placed on the EU market. Elplast EOOD issues a declaration of conformity of its packaging with the PPWR requirements. Like the declaration under Regulation 10/2011, it is a manufacturer’s declaration, not a third-party certificate.

Quality control in production

All our main products are made at our own site: extrusion of film, stretch film and nets, flexo printing on polyethylene, and slitting and printing of tape. This means we are responsible for quality along the whole chain – from raw material to the finished roll or pack:

• we work with established European raw material suppliers;
• we produce on 10 extruders using our own proven formulations;
• the parameters of every order – dimensions, thickness, colour and print – are agreed with the customer before production starts;
• planning, production, inspection and delivery follow our ISO 9001 quality management system.

Declaration or certificate – what is the difference for you as a buyer?

• A certificate is issued by an independent certification body after an audit. ISO 9001 confirms that a company works to a controlled, documented quality management system. It relates to the organisation, not to a specific product.
• A declaration of compliance is issued by the manufacturer itself. With it, the manufacturer takes responsibility that a specific product meets the requirements of a given regulation – for example Regulation (EU) No 10/2011 for food contact. The regulation requires the declaration to be backed by supporting documentation, which the manufacturer makes available to the authorities on request.
• What to ask for: if you pack food, ask us for a declaration of compliance under Regulation (EU) No 10/2011 for the specific packaging. If you need evidence of our quality system, ask for a copy of our ISO 9001 certificate.

ISO 9001 is our only certificate. The documents under Regulation (EU) No 10/2011 and the PPWR are manufacturer’s declarations and should not be presented as certificates.
